In the past with threads such as this, I've tended to put down Robert Plant because his presence and singing etc is always so enthralling , but really when I think about it, they're all ultimate frontmen in their own particular ways.
For instance, Freddie Mercury was absolutely amazing as he was, because although I was never lucky enough to see Queen live when he was around, whenever I watch a film clip or video of them, I am absolutely riveted to watching Freddie because he is such a talented singer and entertainer, quite the professional. If you watch the audience, you can see that they are totally focussed on Freddie as well. Why? Because he virtually demands the attention, and why not!
Roger Daltrey is another one who is an ultimate frontman and warrants the same praise as the others, although he too has his own particular style and I couldn't imagine The Who without him or with someone else.
Mick Jagger, well I just couldn't imagine the Rolling Stones without him either. Like Freddie he is an amazing showman, and his voice is so identifiable that a few seconds of hearing him, it's easy to know that I'm listening to the Rolling Stones.
Freddie, Robert, and Roger are all icons in their own styles and thats why deserve the praise and attention that they get.
As for Axel Rose, well for one thing he isn't Classic Rock and secondly, he just isn't in the others class yet.

At a very early age he formed a group called the Yardbirds.Then he quit and formed a supergroup called Cream with former Yardbird Steve Adler who played.They then broke up and he started a project called Derek and the Dominoes which included Mercury,Adler,Les paul,and Pete Best.They had a hit called I shot the deputy and Pattie.Pot was also a great hit by them.Eventually they all drifted apart and Freddie joined the sex pistols without Adler as a bandmate this time.The sex pistols line up was Mercury,Niel Young,Steve Vai,and Keith Moon.They had one hit called God save the King.They drifted apart too so Mercury decided to form a supergroup called "Nirvana" which included all the best people from his former groups.Their line up was Mercury,Adler ,Steve Vai ,Pete Best ,and newcomer to the buissness Ray Charles who played lead guitar like a madman even thought he was tone def.They had a hit called Smells like me but it's not.They were primarily a death metal band.Even they broke up so he formed "Guns N' Roses" with Mercury,Eddie Van Halen,John Bonham,and Jimi Hendrix.They had a hit called kangeroo pop bop madness over the ocean and moon part 3.

No, no...no. The frontman is the dude standing at the front of the band. Angus kinda moves around to every which location at unmeasurable speeds. He may be the image of the band, but Brian is the frontman (just like Bon was the frontman).
As for ultimate frontman...I'll have to go with Bon Scott. The guy had so much charisma onstage, he was great. It's kinda hard to believe he died, just considering how full of life he always seemed when performing.

A lot of people have put up Freddie Mercury, but in my opinion he isn't all that good. I bet many of you have only posted that up because you hear his praise so much all over the praise, not because you actually have thought about it, you've just gone along with the view.
