Looking for the sort of music you hear or imagine with noir films. The really black and white imagery with the detective and the shadow being cast on his face from the blinds. Outside there's steam rising from the street and a dude ripping a saxophone solo.

What kind of bands/songs can I look into for this sort of sound? Alot of the jazz stuff I've found has been too upbeat, none of the sort of brooding, sinister, mysterious atmosphere I'm looking for.

I can't think of any bands that make that specific noir sound.
I could recommend you Maudlin of The well, Kayo Dot, Kekal, Ozric Tentacles, Mono.

Actually World's End Girlfriend might work.
I know I mentioned predominately avant-metal groups, but they use a very dark and delirious form of jazz, somewhat similar to what you're looking for.
