Do I need an Amp or Active speakers?

OK. first off, sorry if I'm in the wrong forum :D

I've got this mixer

It has a pre-amp in it, does that mean I can get passive speakers for it and it will work well?
Or do I need active speakers? or an amp and some passive speakers?
I'm just trying to get vocals nice and loud, nothing else goes into the mixer but vocals

The pre-amps are for your line-ins. You'll need powered monitors (active speakers) with that mixer.
