Lets say that the band I'm currently in gets recognized by major labels and I could choose a producer. Which should I choose? (Anybody but Bob Rock)

you wont have the money to be so choosy. most likely, you will have some "no name" producer who is either new in the business, or isnt as talented/recognized as rock/rubin. its nice to dream though.

take whoever you can get that you can afford, but someone you can learn from. you will be producing your own albums one day.

It reads as if he's saying "there's not much chance that this will happen, but if it does, who should I pick?!".

Like if he was just saying "who's the best producer in the world?" then why not just say that?
