Dude, lyrics are lyrics.

Doesnt matter.

The Ramones sang about fun and Sniffing glue and ****. The Clash sang about anti-racism and politics. The Sex Pistols sang about being a snot nosed punk.

But theyre all punk, eh?

See.

Nope.

That was productive.

Well, first of all, whatever you do, don't be a tool.

If you're writing political lyrics, know what you're talking about, don't just be like "**** THE GOV'T! PUNX! OI! OI! OI!" Yeah. That's bad.

If you're writing funny lyrics, make them actually funny and not just really stupid.

In other words, listen to the Casualties, then use that as what you don't want it to come out as. Seriously.

Political songs, but decent ones are hard to write because most contain too many cliches

Write about something you're really pissed off about.
Oh, and...
Listen to The Casulties, and Anti-Flag and take notes on what not to do.

Write songs about the joys of Drag and Homosexuality. Punk needs more of that, IMO.

Get off the computer.
Go to a punx party.
Write about it.

Just what Anti-Flag wanted to do but got caught up in being cliche.

Read a book, watch the news, go to a movie, etc. Then write about what you saw/heard. It doesn't have to be themed.

How to be sooooo totally punx in 6 easy steps.

1. Be mad at the world. Are you mad at the world yet? Good.

2. Be unemployed. Employment makes you a dirt dirty capitalist, and we all know how much money, in any form, sucks.

3. Get a hair style that requires 4 bottles of elmer's glue to maintain every day, or no hair at all. Anything else is for posuers.

4. Have an opnion about everything. No matter how uninformed and ignorant you may be. And remember only Gays and Hippies vote.

5. Drink. Alot.

6. Smash the State. While shouting Oi! At the top of your lungs

After youve done all these things you'll be a troo punx, and you'll have plenty of writing material. :)

In all seriousness, it does depend on what you mean by punk. You mention that you want to do something with meaning (that's The Cramps and The Ramones out) but that isn't emo. I'd suggest you get the following albums. Most of these aren't punk at all but are great examples of top draw songwriting and cover most styles you might want to think about:

Bob Dylan's Highway '61 Revisited
Velvet Underground's Velvet Underground and Nico
David Bowie's Ziggy Stardust and the Spiders from Mars
The Stooges' first three albums
The Beatles' Rubber Soul
The Rolling Stones' Beggars Banquet
Patti Smith's Horses
Lou Reed's Street Hassle
Bruce Springsteen's Nebraska
Elvis Costello's My Aim is True

Hope that helps. Any budding songwriter should definitely have them in their locker, regardless of what style they're after.

Write about a circus elephant that escapes into the jungle.

Why not give the elephant the name Nelly?

I would write about politic, or things u think are not fair in the world, and how u would help it...or just something funny...
