I'm learning Neon by John Mayer right now but I can't figure out how to tune the bass E String to C...any help?

Tune down two full steps. You can tune it until it's an octave below your C on the A string, 3rd fret.

Or use a tuner.

make the low E string one octave lower than the 3rd fret of the A string.

No, you're asking the wrong question. 'how to tune the bass E String to C'. It's 'why would I want to tune my bottom e string to a c'.

Tune the low E string down until its pitch when played at the 9th fret equals the tone of the A string.

You may need a heavier gauge of strings to tune that low.

yep in the process of learning that myself pretty easy once ya can get the whole slap technique but ya just down tune your low E till at the ninth fret it sounds like your A

easy, 9th fret is A in C right? well instead of 5th or 7th use 9th

Turn the freakin knob, oh and the gage of string WILL have to be changed
