I don't know the song, but perhaps a phase shifter?
I'll look the song up and come back

Okay, i looked it up on YouTube... and to be honest, I really don't know!
My guess was perhaps a Phase Shift set at the highest shift settings, but I don't know at all now really.

If i knew how to make that sound properly id be a happy dude. Ive kinda recreated it through my Zoom 505II, doing a pick scrape with a combination of flanger and step effects.
