Is this site legal? And if so how? Why didn't it, and a few other sites get shut down with all the others?

It is legal because its not based in America.

Not sure on the exact location but somewhere in Europe should be vague enough.

i think it is because the tabs are submitted by users hiding in their basements and are called "interpretations" of a piece, as opposed to sites where the webmasters or whatever are tabbing stuff out and putting up banner ads, what UG actually does is HOSTS other peoples... interpretations? and the whole forums and news stuff

maybe a mod or someone can actually just tell you an answer that i didnt just totally make up

Because the RIAA says that tablature, despite being people's own interpretations of the music, is covered by copyright laws.

The laws are different in Russia though, obviously, and the site owner pays royalties to a Russian organisation.

zappp (the owner) pays royalties for the tabs.
so we can't get shut down by the RIAA because he pays money.
and that's why there is always that disclaimer on the tabs saying "this was created from ear blah blah blah"

Praise mother russia (American here) I would not know what i'd do if this got shutdown, it will cripple many musicians around the world imo.
