Look for a Mesa DC-5. I got mine for 500 and its based off the recto. Can get really close to Breaking Benjamin and a ton of other tones. Its really versatile.

I own and currently run a DC-5 and it does actually have a recto ish tone. Its a cross between the recto and the mark series amps. But its a great amp and I love the tones I get out of it.

Tuning to E standard with 13's obviously can be done. Its the constant tuning up and tuning down thats the problem. Really bad for the neck.
