Well to me its an excellent tool for what your neck looks like at the moment, and as for rounding edges, think about it as though it removes wood on edges better than sandpaper 220 grit and below....

And when yer rasping the neck, make sure to do it in long strokes...

Only problem I see is all the contours are going to take a lot of rasping, sanding, muscle, and time. Atop that, the corners can be really tough not to polish through when sanding/buffing the lacquer...
