All a capo does is change the pitch of open notes, it doesn't affect fretted notes - so as power chords generally don't contain open notes the capo has no effect.

Barre chords exist because the guitar has 6 strings and you only have 5 fingers. That means if you want to play a chord with all 6 strings something has to give.

I really struggled with them, I remember it behing really hard to stop my fingers bunching up. It definitely got easier once my fingers got a bit more used to simply holding down a chord shape.
