Doesn't matter. The idea is to limit inrush current so as long as you're not hitting them at the same time (or just leaving the standby switch in the play position and cycling power on and off)...

Pull all the tubes out, put a new fuse in, see if it blows when you turn it on. If it doesn't, try a new set of tubes. If it does, you're off to an amp tech.
