Buzz

I have buzz on my 3rd and 4th strings ONLY at the second fret. What do I do? Is it a do it yourself thing or do I have to go to a Luthier?

Chord progression

I'm getting a hang on improvising & would like to record the progression at the beginning simply because I like it. Is the third chord E/G#(E anyway)? I doubt my ear in that one....
