Moving up and down the strings is much easier...

Moving up and down the strings is much easier with fingers. Contrary to what most people think, there is a lot of skill involved in using a pick on bass, but I still find it limiting to a degree.

Everyone here is going to recommend the Squier Vintage modified series jazz bass. Its an awesome bass that works for any genre that fits your budget. You could look into some cheaper Ibanez basses...
