The general rule is that 1 3 5 7 can be the root, but never 9 11 or 13.

The 9 or 11 in the bass is actually the root.

G/C is a C chord. C/D is a D chord, etc.

That chord can also better expressed as Cmaj7sus2 (or Cmaj9no3) or easier still, a hybrid voicing of G/C.

I - II7 - IV - I

That second chord in this case is II7, not V/V.
