Yes, you can. Quarter tones are common these days. But the question is why? Creating 24-tone music doesn't bring anything new to the table. Do you have a concept?

I can post the analysis if Jet is too busy. I looked over it briefly and I must say it is notated incorrectly in most parts, for example an Adim with the b5 notated as a #4.
