Smooth picking?

No matter how long I practice I can't get a run of notes on one string to sound smooth while alternate picking

You'll get it one day. Just keep trying and try not to get too worked up about stuff.

I would also recommend practicing with a metronome if you don't already, and make sure to always stay loose.

You may have also hit a plateau. You just gotta fight through these things, and sometimes it helps to practice other things. Maybe learn some songs instead of cold hard practice for awhile, or maybe practice a different technique and come back to the alternative picking later.
