Ok, so CISPA is an act of congress aimed to be an amendment to Title XI of the National Security Act of 1947. Both the NSA and CISPA are acts of congress, which make them both statutes. This makes CISPA part of statutory law which is subordinate to a constitutional law (a la 4th amendment). Any provision inside of CISPA is subject to every article and amendment of the US constitution and no provision inside of CISPA has the power to over rule any constitutional law. "Notwithstanding any other law" only applies to statutory and all subsidiary functions of governance.

If we're talking about the UK government, then we are talking about a government who are actively taking money from the vulnerable, via it's discriminatory crackdown on illness-related benefits, which they then give to the rich, via tax breaks. Well, I still take issue with it, albeit in a much more minor way if what you say is true. Beyond my previous gripes, it just strikes me as superfluous regulation.

They accurately represent some people. It'd be pretty hard to get an accurate representation of the people's views without a total overhaul tho, i think. You have your whole two party problem, which leads you to have one of the lowest voter turnouts in the first world (something like 60% I think. NZ and Aus have like 90-something), and the voters that do turnout are usually the ones that are just voting down party lines so why bother changing to meet your constituents if they're not even going to vote. Just play the tried and true method of getting your previous fans to continue voting for you.

House has sent similar legislation to the senate twice before and it never even got to the floor for a vote. Same thing will happen again.

Surely the issue here is not that they can see what you're doing; they've always been able to do that. The issue is that they don't need a warrant, which rather injures the whole 'innocent until proven guilty' foundation of our legal system. 'Suspect until proven innocent' doesn't quite have the same ring to it.
