This early east coast hardcore band ran Rebel records.

My first is in the second song from a 1976 Ramones album, but never from Leave Home.
My second is in Ice, but not in T.
My 3rd and 4th are found in the name of the Punk Capital of Europe.
You wanna know my fifth? why?

My sixth, seventh, ninth, tenth and eleventh cannot be found in the band I was in.
My eighth begins the name of 80's US punk's worst nightmare
