hit a brick wall

cant speed up my alternative picking and playing in general
i cant play power chords fast with a pick (used my fingers only for 5 years+ messing around on the guitar)

just feels like i cant improve even though i practice at slow tempo frequently.

Are you just another brick in the wall?

How often are you playing? a break might help. Play with your fingers or don't worry about practice for a few days or something. Or try a different style of music for a little bit.

So you're practicing slowly but are you practicing good technique? Frankly without seeing you play the only information you're going to get is stuff about relaxing more and making smaller movements.
