new strings well about the price of a new set
the set up you could either do yourself or get a tech to do it and for that youre goign to have to do some shooping

the new nut and saddle you could get blanks for like 10 bucks a pop or so and cut it yourself or get tech to do it but again youd have to shop around

I'd say, id you don't care about how it sounds, have a shot at cutting the factory nut and saddle down to a better height. There's nothing wrong with plastic IMHO. The only thing that doesn't sound expensive about plastic is the word 'plastic' imo.

Otherwise, getting the strings closer to the neck will obviously make it easier to play. The other piece of that, is that it may cause buzzing. The fret work on a cheap guitar is usually along the lines of hammer 'em in and make the action tall enough that they don't buzz. A good guitar would have good fret level at the factory. So I'd say, at least cut the nut (this pretty much a must for open chords), cut the saddle as low as possible without buzzing, if it does buzz and you want to go lower, you've got some fretwork on your hands.
