Chris Cornell vocal effect?

I was listening to Soundgarden's "Rusty Cage" and I suddenly realized that there's some fade-in sort of effect over Cornell's voice right before he starts singing. What is this effect and how do I create it in a program like Audacity?

Just guessing, but what if you reversed it, gave it some reverb, then un-reversed it?...
