Arpeggiated chords?

I have said before, I am new to fingerstyle playing but I was wondering if when playing a arpegiated melody, like an adaptation of a song could the strings be played in any order? For example, say the progression of the song is G E A D could you pick any notes you wanted within those chords in any order you liked? Instead of strumming the entire chord.

You could, but usually you'd keep the bass notes (or lowest notes) in the melody so that you're essentially playing what someone would be playing on a bass but playing the other notes of the chord in between.
