For a budget gilmour rig I'd go a laney cub and a big muff of some kind:

Since you mentioned mods... It's pretty easy to mod a current version big muff into a more vintage sounding one, ala what Gilmour used.
Between Gilmourish and this site you should be able to find what you want.
