You don't have to get shit-faced, but if you get reasonably drunk you'll probably be making a lot more friends. Just don't get shit-faced and drive.
I wouldn't reccomend smoking weed if you've never smoked before, because it could give you a panic attack being way more stoned than everyone around you. If you do smoke, dude, that's always a great way to make friends. Just avoid smoking with the "tough guy stoners" if you can. You know, the ones who try to act all macho and shit when they're stoned, as if smoking weed is a competition. No one likes those people, trust me. The best advice really, is to just be yourself. Sounds cliche but it's true. Don't try to be the cool guy, and instead of thinking you have some sort of quota to meet with socializing, just act naturally and to hell with what strangers think. Honestly man, drink a bit to loosen up, but don't be "that guy" who spends an hour in the bathroom throwing up halfway through the party.
Apart from that, just talk to people normally. Maybe start by asking how these people know your friend, or your friend's friend and go from there.

I went to a party with one friend, once, not even knowing the host. It was fine. Got there, grabbed a beer from this guy I knew, wandered around the chaos, hung out with random people, went upstairs and joined the hookah/weed room. Those are the friendliest people, the stoners. Then this guy I was sitting next to jumped out the window. Then people called the cops cause there were drunk people in the street, and the party got shut down. Spent the rest of the night trying to get home, while stopping one of my friends from starting fights and lighting things on fire. -_- But yeah, it's a party, have fun! A lot of people are friendly, or at the very least amusing if they're intoxicated.

Oh, also, I find that it's a good idea to bring your own bottle with you so you don't seem like a leach. Share it of course - after all, it's not a good idea to finish an entire bottle of whisky all by yourself.
