So I was learning this song by ear and then when I took at the Guitar Pro tab of this I noticed a little thing.

Between bar 96 and 104.
The two harmonics between 3:22 and 3:34 (in the song and between bar 96 and 104 on GP) are done on the 15th fret.

It`s pretty tough to do the harmonic while going from the 7th fret all the way to the 15th and make the harmonic ring out clear and strong.
Is it meant to do the harmonic with the right hand or how should I do it?

It's a pinch harmonic/artificial harmonic on the 15th fret.

It sounds more like a natural harmonics to me. You could do a natural harmonic at the 7th fret on the low E, then do another natural harmonic at the 5th fret on the D string, would be easiest.

Does that apply in c# tuning also? Because the song is played in that tuning.

He was most likely referring to the string position, not the note to which it is tuned.
