They make isopads for guitar amps for this very reason, look into it. It's kind of like those isolation pads for monitors to decouple them from your desk or wherever, so you don't have that extended bass response, or anything going through your desk.

You probably wouldn't be allowed to suspend your cab in such a way as that would involve significant modification to your apartment, not to mention it being unknown as to whether the ceiling could handle it or not without caving in. Baaad idea imo.
If you really wanna be able to record "silently", an isocab in a closet surrounded by lots of foam or pillows might be your best bet.
