They have laws covering animal abuse, they could just rule in court it's animal abuse if they wanted probably. Abuse can be a broad term, if they specifically say sex with it is illegal, it probably only implies you'll get a different (probably worst) punishment then say beating/killing it. Really they can't be asked to make specific laws for this and enforce something unless it really needs to be addressed. Which is probably why Germany is only now doing it, if there's been an outbreak of animal hookers with pimp farmers. No lobbyist group would fight for peoples right to have intercourse with animals. If they wanted that it'd probably be wiser not to bring the laws attention to it at all. In the US as a whole (some states have more specific laws) owning animal porn isn't illegal, internet distribution is questionable, taking it across state lines even for personal use is breaking the law. Really they just have more important shit to worry about, at least I like to think they would.
