Bugera seems to have put out some pretty unreliable amps (no surprise consider they are a division of behringer). That being said, I don't think I've heard too much about the V22s dying, might have to do with it being a simpler amp or just dumb luck. Other than that, I think it fits the bill for what you're looking for.
Also, don't look into the wattage so much, it isn't that big of a factor. Some amps sound good at low volumes and some amps don't. Find the amp that sounds good at the volumes you play at and fuck off worrying about the damn wattage. 15 watts is literally 3 db quieter than 30 watts (3 db is the minimum change in sound pressure the human ear can detect). You can alter the volume more with a speaker change than with a 100% change in amp wattage.

pretty much anything over 1 watt (or even a fraction of a watt) is too loud for bedroom if you want to crank it.

^ 1 metre, normally. anything into the 90s really is getting on for loud in bedroom-style enclosed spaces. 100dB is really loud indeed in those kind of small rooms. Mid to high 90s is (for me personally, and again, in a small enclosed room) getting up the level where annoying others isn't even an issue- it's loud enough to hurt my own ears.

some amps are great at low volumes. my MKIV with a lower master volume with the channel volume down i can play very quietly. splawns need to be loud. dual terrors are pretty good at getting quiet (i run it a 7 watts and play until 3am).
try some amps out and see what you like.

If you want it down to 80 dB (a bit quieter than a power saw) you'd need to take it down to .01 watt. While this may seem like a lot of useless info, its not. Its just to illustrate the point that ALL amps are way to loud for the bedroom if you only consider the wattage.
