Chances are it's requiring a longer heat-up time due to the colder weather. As of right now mine have been going for about 3 hours and haven't gone anywhere and are still immobile, though in the summer time they'd be all over the place at this point.

That, or your bulb is too cold/way too hot and needs to be replaced with the correct one.
