You could be thinking of Styx but they don't really fit the description. Maybe Ayreon, but they're not that similar to Rush, and not from the 80's.

Listen to Ayreon anyway.

Utopia? I haven't heard much of their stuff, but that kind of springs to mind. I wouldn't say they sound much like rush though, so it's just a shot in the dark.
