neck relief

ive been reading through various internet sources and none of them are very comprehensive. The guitar im playing with is a epi les paul special 2 (the ones with a strat style bridge) some sources mention balancing the bridge to take the measurements from the fret board to the string others dont, Its pretty obvious that they will need balancing. But how do you do this do you put all the strings level with the high or low E at the point where its the perfect distance away from the fretboard and then adjust the truss road so it pivots and moves the other side to suit ?

You don't need to do anything to your bridge in order to check the neck relief. Just press the string on the first fret (use better a capo to let that hand free) and on the last, then check in the middle (9th fret or so) the distance between the string and the fretboard.

What??

Adjusting the truss rod doesn't pivot anything. The truss rod affects the bow of the neck. A little forward bow (relief) is what you want.

As for the saddles, you don't want them all level. The fingerboard has a radius to it, and your saddles height help compensate for this radius.
