Time signature question

Hey

I have a riff that counts of 29 notes, played as 16thnotes. Thing is, the accent of division sounds on the 18th. By it I mean, that it feels as it is completed on the 17th & the other phrase starts on the 18th. So I'm wondering, can I use a time signature like:
4 1/16 over 4
followed by a 3/4.

Is the first thing a thing one can do?
(I put it as 1/16 because it's a sixteenth added)

It all depends on the accent division, but you're never going to see fractions within fraction on a music sheet, it would look ridiculous.

I would write it as 17/16 and 3/4 (or 12/16 if your accents aren't on quarter notes).

So, one 17/16bar(first thing) followed by one 12/16(thr accent is on each three)?

Yeah i'd to a 17/16 time signature followed by a 3/4 (since you said the accents are on the 3 quarter notes)
