Advice on buying a PA system on a budget.

I'm buying a PA system for a three piece hard rock band with a dynamic range, and a drummer with a heavy hand. Im sick of straining myself and still being lost in the mix so I will need some power.
I have budget of $400-450.
I will only be using it for vocals.
And im currently using a junk 160w PA with a SM 58.
Im looking at the phonic powerpod 740 plus or the Fender passport 150.

well, I wish I could be more help, but I'm unfortunately stuck with a crappy PA too. The only advice I can give is stay away from anything with the Harbinger Brand; it sucks and has terrible quality and feedback.
