Open open E?

Hey guys I have a quick question.

Is strumming all of the strings in standard tuning without pressing any notes a chord? My friend told me it was Em11. Is this true? I was just wondering.

A b7 is implied in Em11. It would also be fairly customary to omit to 9th, so "add" is unnecessary, especially since the chord contains a 7th.
