The amount of people illegally downloading music in the UK has risen to 7.7 million.
The British Recorded Music Industry (BPI) said 1.2 billion tracks were illegally obtained this year, at a cost of £219 million to retailers.
The figures also revealed that more than three quarters of music downloaded in the country is acquired illegally, despite 67 online services all offering legal downloads.
BPI chief
Geoff Taylor said illegal downloading had become a "
parasite" and that new legislation was needed to try and stop it, reports BBC News.
"It is a parasite that threatens to deprive a generation of talented young people of their chance to make a career in music, and is holding back investment in the burgeoning digital entertainment sector," he said.
Earlier this year, the BPI said music sales in the UK had grown for the first time in six years.
