what exactly is ^? i've seen it so many times but i never realy cared to ask

The ^ is the sign for bending the string. In this solo each bend is a whole step. So when you see 14^ it means that you should bend one whole tone up from the 14th fret. If there is a "r" after the ^, it means "release". Meaning that you bend and then release the bend.

FjOmPN is right, look up a really popular song and scroll to the bottom of the tab. Usually they have a legend that describes all of the symbols in the tab.
