With regards to "slash" chords, if you look at the fingering, for example Am/E, it is a open position Am chord witch includes the bottom E string as well. Some people don't necessarily strum it this way so it's more of an accent type of thing. basically the note on the right is a single note that is added to the chord. As well as the Bb/F you could fret the low F too and it sounds fine.
