this bit is easier with a whammy bar,
because of the huge bending he does to this note,
but i find it possible if i press the string just behind the bridge down then release it 
it bends down again,
try to keep the note going for as long as you can,
instead of the 15th fret you could do it on the open string but you'd have to bend it more.
