I observe a guy that was in a life threatening situation and is retelling the story with all of the emotions he had at the time of the event. I see no evidence of his being on any drug during this interview.

I've worked several alcohol and drug centers as a registered nurse and with my own personal experience believe I can accurately tell when someone is intoxicated.

It appears that you've drawn your conclusions based upon his appearance, mannerisms, dress, and little more. The police apparently saw nothing untoward about him since they released him after he hit a felon with a hatchet three times.

With my own personal experience of being "intoxicated" quite often, I believe that I can tell when somebody is on or was recently on a similar wavelength.
