My question is this:

Is it possible to simulate a parallel fx loop by having an ABY splitter/combiner at the front and end of the fx loop before patching back into the loop return?

pretty much

like if you ran a setup like

effects out -> ABY input

ABY output 1 -> combiner

ABY output 2 -> reverb pedal -> volume pedal -> combiner

combiner -> effect in

then you can blend the reverb in/out of the signal with the volume pedal like a parallel effects loop could.

Awesome! Now, I just need to find a quality ABY and purchase two of them. I have come across the T-Rex Polyswitch and that seems to be the way to go, but... at 100 big ones a pop, I think I could find something just as good for a little cheaper. I'm open to suggestions.
