Is there any way to do this, or does singing high always come with an increase in volume?

I don't want to piss off my neighbours, but I will if I have to.

It depends on your range, and how high you are going. In theory it is possible to 'float' any note. This should make it quieter as you aren't using any of the body's natural sound boards (I.e the chest, back, head) apart from the throat. It works similarly to a falsetto. Using a mixture of the fals, and the actual resonant throat area to create the note. It is in between full voice and falsetto, and can be used to increase the range of your full voice, as well. It should feel like a hum at the back of the throat, and to control the volume (though it will always be soft) the breath pressure should be changed, though like falsetto it requires a lot of breath passing over the fals at all times.

depends on your voice. I can sing with my head voice lightly which has no power, but to actually sing good powerful high notes, i have to sing at full volume, which is definitely NOT quiet.

I used to think that singing higher meant singing louder and ended up really straining my voice . If you practice singing softer it will help you get the 'feel' of where the note should be and with practice you can add power to the notes.

Id like to add. That In order to keep vocals relaxed you have to have good technique.

I'm not so sure that singing soft is a good idea. It would be better to start out comfortable. and yes the higher you go the louder you will be..And Then softening up the note until its gone. and then increasing volume again to get loud.

In other words Your not going to sing correctly until you free your voice completely. singing soft or speech level is not a starting point.

This is called placement of voice. Messa di voce - increase and decreasing volume while singing.
