In the board game risk, on offense you can roll three dice, and on defense only two, BUT in case of a tie, (i.e. offense rolls a 3, a 5 and a 6 and defense rolls a 5 and a 6) defense wins it.

So, while on offense you have more chances of getting higher numbers, on defense you always win ties.

They did that to try to make the odds as even as possible, but for all intents and purposes: defense.
