What is this?

is a tube amps pcb supposed to look that dirty? looks kinda greasey with a bit of corrosion color

Looks like bad hand soldering to me. If you heat up rosin core solder too fast, the flux can splash out across the PCB. It ends up looking like what you've got in your picture there. Doesn't hurt anything though, as long as the solder joints hold well and don't create resistance.

that colour is nothing to worry about - just because its been heated up (probs when soldering)
