called color bars. i learned so in my media class. they're used by the broadcaster to adjust the pictures color so that it isnt too bright or too dark for the tv. For example, most cameras now shoot whites at 110% and most tvs can only handle 95% with out it being "seizure white" so they have to adjust that.
