I'm writing someone a letter of recommendation and I need to know what to do. Like do I introduce who I am and tell how I know the person? Or do I get straight to the point and tell why the person should get the scholarship?

Both.
Explain who you are, and your relationship with the person/if they've worked for you, what they did, then talk about their qualities and stuff, why they should get (in this case) the scholarship
