No i mean chaotic, the sound freezes, kinda like the blue box, but the sound mutes at random times and stuff. Yeah like a malfuctioning atari game, somewhat.

Blue box is the closest you'll get for under $100, you can experiment with that by using other pedals like an octave fuzz or even a boost in front of it or something like an envelop filter after it.

I'm picking up the blue box after my christmas bills are paid.
For pseudo glitchy pedals (not as over the top as you want) I current mess around with fuzzes in front of envelop filters, with a green ringer clone all over my signal chain, and with a hard fuzz in front of another fuzz.

I won't stop till it sounds like the world is burning down.

So a glitchy pedal is a Crappy Pedal?

Check out any delay pedal with a HOLD setting (I use two Boss DD-6's). What you do is just tap the pedal once for as limited amount of time as possible and you'll get your glitchy sound. The longer you hold it, the longer the glitches.
