I'm on a budget, (about 250.00 USD) and I've come across a "Raven" combo amp, 60 watts. How does this stack up compared to my Peavey Envoy 110? Also, is 60 watts noticeably louder then 45?

60w isn't that much louder than 45 if they're both solid state, but wattage is not an accurate measurement of volume. Higher wattage doesn't necessarily mean more volume but it does mean more clean headroom (i.e. before the amp's signal begins to naturally distort)

Nah, get a better amp.
I suppose a Roland Cube would do you well.

If you can save up to about 500, there are some great metal amps

Considering your budget and style of music, I'll second the Roland Cube.

for metal i would definitely go with a roland cube.

oh wait a second you already have an amp? if so i think you should just save up to get a better one rather than buying one at a similar price level. unless you REALLY hate your current amp and REALLY like the one you are going to be buying.
