I'm thinking A phrygian or A dominant phrygian but that might be debatable. Or possibly A locrian, this is a hard one.

I'd go with Bb Harmonic Minor.

F Phrygian dominant/Bb Harmonic minor (tested and works nicest)

EDIT^^

I just noodle around with notes and see which work. Then I look in which scale they belong.

The first thing you need to do is establish what the tonal centre is. In this example I went by the first note or chord, which was a Bb. Then you just need to think what scale best fits the given notes with Bb as a root. Since there are so few notes in your riff it is quite ambiguous, you could take it in many directions still.
Practice. Play. Sleep. Repeat.

haha I dont think you couldve gotten more different answers, everyone's kinda just throwing them out there for you to see what sounds good
I'm going with F major, by the shape of it, it looks like second position of the scale with the zeros being part of the first position

Edit: I read the tab wrong, sorry, I'd try Bb major scale...http://www.all-guitar-chords.com/guitar_scales.php?scch=A%23%2FBb&scchnam=Major&get2=Get&t=0&choice=1

seems to fit well, just the slides to the 4 and 2 are passing notes
