someone is selling one on craigslist near me, for like 40 bucks. is this good for recording acoustic guitars and electric, through mics? like without using effects? (I heard the effects suck..)

It doesn't have phantom power that I am aware of so using condenser mics is out with that unit.
I would look for a proper interface for $150 or $200 with phantom power so you can use condenser mics like the MXL 990/991 to record your acoustic. Dynamics wont work too well on an acoustic...

The Fast Track USB is an OK unit but it's not great due to it being a lower priced interface.

Yes, it's very sensitive to light switches and stuff, so you'd have to reset it once in a while. With some practice, you can get it to sound quite nice though.

EDIT: nevermind. The Fast Track doesn't have phantom power, the Fast Track Pro actually has it.
